{"id":16,"date":"2016-10-30T14:06:44","date_gmt":"2016-10-30T13:06:44","guid":{"rendered":"http:\/\/localhost:8080\/?p=16"},"modified":"2019-08-12T21:28:00","modified_gmt":"2019-08-12T19:28:00","slug":"zizkov-city-revitalizace-nakladoveho-nadrazi-praha-zizkov","status":"publish","type":"post","link":"https:\/\/www.zizkovnezastavis.cz\/kauzy\/zizkov-city-revitalizace-nakladoveho-nadrazi-praha-zizkov\/","title":{"rendered":"N\u00e1kladov\u00e9ho n\u00e1dra\u017e\u00ed \u017di\u017ekov &#8211; jih (Sekyra development)"},"content":{"rendered":"<h2>POPIS Z\u00c1M\u011aRU<\/h2>\n<p>Ji\u017en\u00ed \u010d\u00e1st \u00fazem\u00ed n\u00e1kladov\u00e9ho n\u00e1dra\u017e\u00ed \u017di\u017ekov (NN\u017d) m\u00e1 v ruce investor \u017di\u017ekov Station Development a.s., co\u017e je firma, ve kter\u00e9 dr\u017e\u00ed zhruba polovinu developer Sekyra development a druhou polovinu \u010cesk\u00e9 dr\u00e1hy a. s. \u00dazem\u00ed dominuje dnes ji\u017e pam\u00e1tkov\u011b chr\u00e1n\u011bn\u00fd objekt b\u00fdval\u00e9ho n\u00e1kladov\u00e9ho n\u00e1dra\u017e\u00ed, ale pozemky jsou celkov\u011b mnohem v\u011bt\u0161\u00ed. I zde se chyst\u00e1 bytov\u00e1 z\u00e1stavba. Rovn\u011b\u017e se p\u0159edpokl\u00e1d\u00e1 konverze kulturn\u00ed pam\u00e1tky na kulturn\u011b-vzd\u011bl\u00e1vac\u00ed centrum.<\/p>\n<h2>HISTORIE Z\u00c1M\u011aRU<\/h2>\n<p>S ukon\u010den\u00edm provozu na N\u00e1kladov\u00e9m n\u00e1dra\u017e\u00ed \u017di\u017ekov bylo evidentn\u00ed, \u017ee budovy a cel\u00fd okoln\u00ed 35hektarov\u00fd are\u00e1l \u010dek\u00e1 prom\u011bna. U\u017e politick\u00e9 reprezentace po roce 2000 si byly v\u011bdomy toho, \u017ee jde o velk\u00e9 \u00fazem\u00ed, jeho\u017e rozvoj mus\u00ed b\u00fdt proveden na z\u00e1klad\u011b ucelen\u00e9ho stavebn\u00edho pl\u00e1nu. V roce 2005 proto byla na cel\u00e9 \u00fazem\u00ed schv\u00e1lena stavebn\u00ed uz\u00e1v\u011bra, kter\u00e1 m\u011bla b\u00fdt platn\u00e1 do doby schv\u00e1len\u00ed takov\u00e9ho pl\u00e1nu. Iniciativu v t\u00e9 dob\u011b vyv\u00edjela pouze \u017ei\u017ekovsk\u00e1 radnice svou spoluprac\u00ed s arch. Janem Sedl\u00e1kem, kter\u00fd za\u010dal zpracov\u00e1vat prvn\u00ed urbanistick\u00e9 vize. Pov\u011bstn\u00fd \u010dlen ODS Pavel Hurda tehdy prosazoval prodlou\u017een\u00ed Ol\u0161ansk\u00e9 ulice a vytvo\u0159en\u00ed mohutn\u00e9ho dopravn\u00edho bulv\u00e1ru ve stylu pa\u0159\u00ed\u017esk\u00e9 Champs-\u00c9lys\u00e9es.<\/p>\n<p>V roce 2012 ale byla d\u00edky iniciativ\u011b Zelen\u00fdch budova n\u00e1dra\u017e\u00ed prohl\u00e1\u0161ena nemovitou kulturn\u00ed pam\u00e1tkou a bylo z\u0159ejm\u00e9, \u017ee ji nebude mo\u017en\u00e9 zbourat. Za vlastn\u00edky u\u017e nyn\u00ed vystupuje spole\u010dn\u00fd podnik \u010cesk\u00fdch drah a.s. a developera Sekyra Group pod jm\u00e9nem \u017di\u017ekov Station Development a.s. Tato akciov\u00e1 spole\u010dnost byla zalo\u017eena spolu se smlouvou, podle kter\u00e9 developer Sekyra odkoup\u00ed za p\u0159edem domluvenou cenu od \u010cesk\u00fdch drah pozemky pot\u00e9, co prob\u011bhne zm\u011bna \u00fazemn\u00edho pl\u00e1nu. ODS \u0161la v roce 2012 po dvou dek\u00e1d\u00e1ch nadvl\u00e1dy nad Prahou 3 do opozice a nov\u00e1 politick\u00e1 reprezentace za\u010dala usilovat o nov\u00e9 pojet\u00ed \u00fazem\u00ed s t\u011b\u017ei\u0161t\u011bm kolem konvertovan\u00e9 kulturn\u00ed pam\u00e1tky. Uspo\u0159\u00e1d\u00e1n\u00ed urbanistick\u00e9 sout\u011b\u017ee tehdy odm\u00edtl \u00datvar rozvoje m\u011bsta, a nam\u00edsto toho se nab\u00eddl, \u017ee zpracuje studii s regula\u010dn\u00edmi prvky. Ta se dlouho rodila b\u011bhem n\u00e1ro\u010dn\u00fdch debat mezi Prahou 3, vlastn\u00edky \u00fazem\u00ed a IPR Praha. V\u00fdsledkem tohoto procesu je tzv. podkladov\u00e1 studie \u00fazem\u00ed NN\u017d.<\/p>\n<p>Po roce 2012 z\u00e1rove\u0148 vznikla my\u0161lenka konverze budovy n\u00e1dra\u017e\u00ed na kulturn\u011b-vzd\u011bl\u00e1vac\u00ed centrum. Hlavn\u00ed m\u011bsto, Praha 3, Ministerstvo kultury, Ministerstvo dopravy a vlastn\u00edci \u00fazem\u00ed uzav\u0159eli memorandum, na z\u00e1klad\u011b kter\u00e9ho byl vyhotoven tzv. Master-management pl\u00e1n konverze budovy. D\u00e1le byla zalo\u017eena pracovn\u00ed skupina \u0159\u00edzen\u00e1 ministrem kultury, pod jeho\u017e resort by v\u011bt\u0161ina budov m\u011bla podle pl\u00e1nu do budoucna spadat.<\/p>\n<p>V roce 2016 se je\u0161t\u011b po\u010d\u00edtalo se dv\u011bma sout\u011b\u017eemi \u2013 architektonick\u00e9 na p\u0159esnou podobu konverze budovy a urbanistick\u00e9 na koncepci rozvoje okoln\u00edho are\u00e1lu. V programov\u00e9m prohl\u00e1\u0161en\u00ed rady se v roce 2016 objevil z\u00e1vazek hlavn\u00edho m\u011bsta koordinovat p\u0159\u00edpravu architektonick\u00e9 sout\u011b\u017ee a pod\u00edlet se na jej\u00edm financov\u00e1n\u00ed.<\/p>\n<p>Smysluplnost urbanistick\u00e9 sout\u011b\u017ee v\u0161ak byla naru\u0161ena separ\u00e1tn\u00ed dohodou Central Group a M\u010c Praha 3 z podzimu 2016 o podob\u011b severn\u00ed \u010d\u00e1sti \u00fazem\u00ed. Hlavn\u00ed m\u011bsto Prahy od t\u00e9 doby pl\u00e1nuje sout\u011b\u017e jen na konverzi budovy a pro pozemky NN\u017d alespo\u0148 \u010d\u00e1ste\u010dn\u011b z\u00e1vaznou podkladovou studii. Okoln\u00ed komunikace budou n\u00e1por nov\u00e9 dopravy zvl\u00e1dat jen s velk\u00fdmi obt\u00ed\u017eemi.<\/p>\n<p>Podm\u00ednkou smyslupln\u00e9ho rozvoje cel\u00e9ho \u00fazem\u00ed je proto v\u00fdstavba nov\u00e9ho uli\u010dn\u00edho propojen\u00ed mezi Male\u0161ickou a \u010ceskobrodskou ulic\u00ed ve stop\u011b sou\u010dasn\u00e9 \u017eelezni\u010dn\u00ed trati spolu s v\u00fdstavbou nov\u00e9 tramvajov\u00e9 trat\u011b sm\u011brem do Hostiva\u0159e.<\/p>\n<p>Rizikem pro rozvoj \u00fazem\u00ed je tak\u00e9 nedostate\u010dn\u00e1 regulace \u00fazemn\u00edm pl\u00e1nem. Ten sou\u010dasn\u00fd je v\u00e1gn\u00ed a o podrobnost a z\u00e1vaznost nov\u00e9ho \u00fazemn\u00edho pl\u00e1nu v tomto \u00fazem\u00ed se vedou spory. Do doby schv\u00e1len\u00ed tohoto d\u00edl\u010d\u00edho pl\u00e1nu se m\u016f\u017ee \u00fazem\u00ed rozv\u00edjet nekoncep\u010dn\u011b a \u017eiveln\u011b.
